Subs are super easy as per above, for generating dub, one would need tts and alikes, also doable, as per the #anonymous way, but tadbit harder to sync 'n stuff.
Subtitles are easy, .srt files are easy.
That is complicated in my current location.
Open subtitles+DeepL+OpenAI's_whisper running in a chain.
