A rare few instances have it, for eg. the one I use (#Qoto).
A lot of ppl here seem to believe quote tweets are the source of a lot of toxicity though, so don't want it. I haven't used #twitter enough to say if that's true or not.
(just to clarify, by "here" I mean Mastodon in general, and they're talking about toxicity on the bird app. I haven't seen significant complaints or negative impact from the quote feature on Qoto itself.)
