If our eyes evolved to be underwater we wouldnt have ever really evolved to see red too well. Red is absent very quickly as you go under water.

Also water. Most useful visible light comes from the sun and eyes primarily evolved underwater. If visible light were blocked by air or water there wouldn't have been any advantage to developing eyes there.
