You don't have to rely on people putting their election toots behind a CW. You can do that on your end using filters and hiding toots behind a CW if it contains keywords

Agree with @futzle , on my instance seems like there's no #CW #filter option.. actually, there's only hide or not hide from selected panel @nathanaelcbr ..
But great #suggestion for people that have the option! Unfortunately, not universally adoptable..
