HFT isnt something that puts equal money in everyones pocket (or a large blanket of the population), so no that wouldnt have the direct effect of devaluing money due to dilution.

Printing money can cause dilution and generally is discouraged on its own. However usually there are complex mechnisms in place that dont make it that simple (the money isnt just printed and handed out for free).
