I have might it wrong too!... so here I interpret the question to mean ON the picture with MOUSE-OVER PICTURE (I voted YES thinking yes I can see MOUSE-OVER DESCRIPTION but do let me know if you didn't mean that!)
Some people may not realise you mean mouse-over and think there is a description ON / part of the picture itself!
