Choosing who can pay and who can't is as good as a kind of racism

Pushing prices so only the top half can pay and those who can't suffer is premeditated cruelty and a softer war, but still war nonetheless forcing knock-on wars (domino and wars that spiral or loop)

Keeping people alive with so many conditional aspects and so many tied mini-games is as good as choosing people to die or starve if they don't meet all the criteria.
