@TwistedEagle
TL;DR is also a Lack of Transparency... or encouraging misconception...
And in the case for finance it leads reliably to cover the financial $hit and $cams (my opinion perhaps but seems following the money does follow where bad things come from)

RESEARCH IN $T£M
--------------------------
In Science and Research or much of funded engineering / maths it's not much different to a subsidy or grant that often pays people to do specific work and even hides which company is paying how much money, to which scientist, for which patent.... etc

(you get the nested list and hiding of reasons money does well if not a general 'government' label as payer)

Grants = granting the right to operate a subsidiary business

Grants are conditional monetary aid... so software grants by

Government are OBVIOUSLY targeting to achieve something
(that's why Governments surely accept reading grant application every year to see which they can exploit the best - new invention to take from people more- GREAT! )

Good evening. According to this new report right here which came from the watchdog agency in the government that's responsible for overseeing the NIH, well it turns out that nearly three quarters of the scientists and research who accept grant money; meaning the people that NIH tax-payer funding in order to conduct their research, well they failed to properly report their ties to foreign countries as well as the company. Furthermore, the same lack of transparency also replies right here at home because according to another report from Open The Books, well it turns out that in a 10 year timespan government scientist like Dr. Anthony Fauci and Dr. Francis Collins and so on, they received somewhere between $350-450 million in royalty payments, but the kicker is that the disclosure agreement are so redacted that we don't know which company, is paying how much money, to which scientist, and for which patent... Let's go through it all, together.

Watchdog Finds 69% of NIH Scientists Don’t Report Foreign, China Ties; $350M Secret Royalty Payments by Facts Matter, by Roman Balmakov

According to a new report that just came from the government watchdog agency responsible for overseeing the NIH, it turns out that nearly three-quarters of the scientists and researchers who accept NIH grant money—meaning, people who receive NIH tax-payer funding to conduct research—fail to properly report their ties to foreign countries and companies.

Specifically, the Department of Health and Human Services Inspector-General’s office found that approximately 69 percent of the people who receive NIH research grants don’t properly report all of their ties to foreign entities—specifically, the Chinese Communist Party.

Furthermore, this same lack of transparency also applies here at home. According to another report from Open the Books, it turns out that in a 10-year time span, government scientists—like Dr. Anthony Fauci, Dr. Francis Collins, and so on—received somewhere between $350 million to $400 million in royalty payments.

But the disclosure documents are so redacted that we don’t know which company is paying how much money to which scientist and for which patent.
