I'm with you, but also what's the context which is rhetorical somewhat (so say if you want) because I think there is the rest of the email and well this does seem written close together, but you can assume IF you got it by email the habit is to REPLY by email... so clicking reply or reply might be the same (seems here there is 2 ways and breaking out of the normal email way)....
anyway this shows yes people are untrained but also making it idiot proof and not being too clever in design helps (though may not automate things). And of course email in general + TL;DR generations all need expecting- I'd personally make sure some videos or training-like material / banners or something were made JUST for this... and even then experts are bad like rms who said he has lots of emails despite replying to many and I told him look just audio chat once for 10 / 20mins and we can avoid all this 20emails both ways and any misunderstanding... of course he replied to the email but not to my solution or to say why not
humans ¯\_(ツ)_/¯
you have to double-down and make 300% sure for everything / everyone without making it technologically unbearable and even pander to people existing ways (like not reading and get it across in another way).
again, got no idea of context for this! (context is another thing in communication also!) but if it's just to call people stupid and not help you solve it even 1% then fine... so be it! :D
