Superhero universes are severily constrained because they can't deviate much from the real world. Their worlds can have flashy superheros and villains, but can't never fix the big real problems, because then they would become a sort of Star Wars or LOTR world. Other options are explored in out of continuity books. For example, the classic Supreme Squadron series is about a group of superheroes that rise to power and try to convert Earth in a futuristic utopia. V for Vendetta main character is about an anarchist revolution. But Marvel movies are in continuity, so they tend to keep the status quo, with exceptions, main one being the ending of Infinity War.
