If you saw this on an upgrade menu, would you think that upgrading would get you rank 1 or is it already rank 1 and upgrading would make it rank 2?

Assuming there is no rank 0, it has to be 1 upgrading to 2.
If there were 2 green boxes, I would think it is 1 upgrading to 2, but I wouldn't be sure of it at all.
A +1 would be far less confusing for me.
