The app shows a popup, and the user clicks one of the buttons in the popup. By your estimate, what is the minimum amount of time (in ms) that needs to pass from the popup showing to the user clicking for that user action to be considered reliable, as in, there is a high confidence that the user intended to click that button?

@OliverUv The next question is, if an app started ignoring sub-350 ms clicks in order to prevent accidental misclicks on various popups, would that be an improvement? How often does the average person click something less than 350 ms after it is shown?

Animate. You can't go from a screen to another with fully active controls and avoid trouble otherwise.

Do a transition, don't allow interaction during it.

If you don't want to animate, I'd probably do user testing to try to find a good timing
