What would compel someone to make sausage without jalapenos and cheese?

Well, for one thing- jalapenos and sausage come from different regions. So they didn't originally go together.
As for a why they may not be be shipped together today, here are some ideas::
-Manufacturing choice
-Supply shortage
-Purchaser preference
