Those times as journal editor when a submission has 27 reviewer invites, 25 with no replies, and 2 declines, and you have to write the authors and say that it might have to be desk rejected after a year because no one will read it, or even reply to requests to read it. Sigh.

@amyjko is that because the reviewers are overloaded, rather than a statement of the quality of the work? i.e. is peer review struggling due to pressure on academics?

These are people who either don't care or have had enough...

In my experience the majority are in the "don't care" group. These are the same people who complain when their own papers take too long to be reviewed (with most time taken by search for reviewers).

@gepasi @christopher Out of my experience, there's also the possibility that the journal is perceived (possibly wrongly due a superficial introduction) as predatory and thus not worth responding. @amyjko could this be possible in your case?
