Long ago, when articles were submitted using real paper, with several copies, publishers did issue guidelines, but had to edit the papers themselves, and asked on the go to be paid for it through subscriptions.
It seems that the twenty first century digital productivity increase was not evenly distributed.
Room for improvement there is indeed !
