To understand police, then, study De Sade, Pasolini's Salo, and, for that matter, Dworkin.
Look, in other words, at the high levels of domestic violence, rape and sexual battery amongst cops. If the suffering of black people will not move you, perhaps the horror of sex perverts in uniform, with the power to do whatever the hell they want, will make you realise, finally, what you are dealing with.

While I do not believe ACAB is true, there are definitely many, many metropolitan departments which are probably almost completely or completely rotten, and among rotten cops anywhere, what you are describing might very well be common.
