You can always fork mastodon and add your own feature set and use the same ActivityPub network - and not miss anything from the ActivityPub/fediverse members who are not using your forked instance. Just comply w/ActivityPub standards for communication and you are golden.

That's what - for instance - tumbler is doing. They're adding ActivityPub.
