I don't think so, all stray cats are like that here. They are not afraid, just they remain at a safe distance from any humans. Which seeing that they are stray is good for them

well yeah abuse is common but also naturally cats are independent predators which just coexist with humans so it's hard to tell they are abused or not just by seeing general behaviour.
