In the most general relativity sense, time is the motion of atoms, electrons, protons and beyond. You stop all motion, you stop time.
By this definition stopping time is means to achieve a temperature of 0 Kelvin (As temperature is also motion of particles)
Also freezing everything around you except you doesn't makes any difference as you yourself moving creates a movement in the object around you relative to you

First of all the broad above of vision is a macro world thing but we are delving into world of the quantum and maybe towards a hypothetical particle which makes up everything possible (who knows).
Now in this system of quantum interaction observation is anything which relates one particle to another. The interaction between the charges of electrons and protons, the transformation of energies, everything.
