No this is Maharashtra (Mumbai is the capital of Maharashtra).
Western Ghats span over 1600 Km covering 5 states of India. Starting from the low hills of Gujarat (from where PM Modi comes from and also Asiatic lions are found) to the southern tips of India in Kerala where the Western Ghats hit the heights of 2700m at it's peak.

First pic: Western Ghat in the state of Gujarat. The region is called Dang, this region is 98% tribal and the only region in India which defeated the British hence was never under British rule.
