You were prolly grandfathered in because you followed before the recent kerfuffle.

@EubieDrew @obi There is no 'grandfathering in'. If that instance would block Qoto, you'd get unfollowed automatically.

That said, I managed to follow her too, so it's nothing weird here.

I was able to fix it by cancelling my follow request then immediately following. I will try that with some of the other accts with frustrated follows. looking like a bug.
