Apparently someone is going around selling companies this plan to get users cheaply:

1) Offer a [legit] tiny scholarship of a few hundred dollars.
2) Email colleges, asking them to forward it to students.
3) Students have to make accounts to apply.
4) ...
5) Steal underpants.
