he's making a sarcastic comment about the impossibility of holding elections while the country is at war, under partial russian occupation and russian terror bombing.

@elCelio @kevinrothrock This. If not sarcastic, certainly rhetorical. He is not proposing to actually do those things. The post (in the original) says as much in the last sentence.
As of last March, 25-30% of Ukraine's population were displaced. 8 million have left the country entirely. 20% of its land is under hostile military occupation, and civilians even in uncontested cities are under nightly threat of missiles and drone bombardment.
The US held elections while at war in Iraq, Afghanistan, Vietnam, etc. Because of course things remained perfectly comfortable at home. This is certainly not the case in Ukraine.
