It seems obvious to me that Putin is not essential to the nationalism dominant in Russia today. So if we don't call the political project "Putinist," what can we call it instead?

Fascist? It has most of the characteristics of fascism. Except one generally thinks of fascists as somewhat competent.

Czarist? He does not seem to be working at setting up any sort of inheritance a la North Korea.

I guess I would go for kleptocracy, or maybe just thuggery.
