An argument defending AI here was not to give the police potential evidence against protesters.
Although that is not irrelevant, they should at least refrain from using photo-reality images if they really want to generate pictures. And the images should be clearly marked.
Totally self-inflicted damage on their credibility.

The idea behind this image was probably to contrast police brutality to the protesters' despair. Blurring the faces would undermine that.
Besides, blurring the faces would still allow persons to be identified from their clothes, combined with other photos from the same event.
There is no middle ground, either you use real photos and thoroughly check what you reveal, or you use illustrations that are not photo-realistic.
