@sltrib Yeah, well, the rural states out West don't follow the rules like you'd expect if you're from, say, California, like me.
My wife and I lived in Wyoming a long time ago. One day I stopped in at a major hardware store, saw a handgun I liked, and bought it. The counterman placed all the federal registration paperwork on the counter which I carefully filled out in full.
