For some unknown reason, that kind of plastic strongly refuses to bind with epoxy. So, it means I officially failed to fix that chair.
And I found a better chair (both in look and quality) from IKEA, which only cost ~20 USD. 
And I forgot why I spent 30 usd to fix this 10 usd chair. I could buy a better chair from ikea.
