简中互联网是一个正在快速走向堕落和死亡的互联网。难道中文互联网真的不如其他互联网吗？跳出墙内局域网，墙外互联网上仍能找到大量优质中文内容，比如邦联宇宙。
GFW的存在使得简中互联网空有互联网之名，实际上成为闭关锁国的局域网。审查封禁使得简中互联网处于文字狱中，从2009年以来简中互联网社区创造力、内容质量、文化产出量肉眼可见的萎缩。高达9亿的网民数量，简中网站的数量却占仅全球各语种网站的1%左右，甚至不如土耳其语、波斯语和越南语，而且仍在极速下降中。在AI时代中国大陆落后的不仅GPU等专用加速芯片技术落后，不仅AI软件框架，连最基础的土壤——网络上的数据也成为了盐碱地。

工信部发布《工业和信息化部关于开展移动互联网应用程序备案工作的通知》，要求境内 App （包括小程序等）主办者对其应用进行备案。

根据文档所述工作安排，2023 年 9 月至 2024 年 3 月为存量 App 备案阶段：「在本通知发布前已开展业务的APP应……履行备案手续」；「在本通知发布后拟开展业务的APP，应……先履行备案手续后再开展业务」。

《互联网信息服务备案登记表》中需备案的信息包括域名列表*、包名/ID、公钥*、MD5*，及 IP 地址列表等。

How to improve HPC code performance:
1. Purchase special accelerators like GPU or FPGA.
2. Rewrite and optimize code to work within heavy hardware restrictions.
3. Port rewritten code back to the original CPU.
