It's the same person, but the photo on the left was the one that came up as a potential match for the suspect (who I haven't seen a photo of) and it was the version shown to an eyewitness to confirm, rather than the more recent photo of Woodruff from her driver's license.
@spradlig It is the same person, just 8 years apart. They used the older photo for the facial recognition.

Turns out it is the same person, but from eight years ago (so it might as well have been someone else). The old photo, on the left, was the one shown to the victim. The more resent photo on the right probably wasn't used in the incredibly superficial investigation.
