@Seawolf As far as I am aware they don't carry cards in the UK either.

They can go back to jail if they fail to report to the police when they are meant to.

We also have a sex offenders register anyone wanting to work or volunteer with children is checked against this list. This list is national.

Keeping children safe is still about knowing the signs of abuse and acting on concerns. Good communication etc.
