This is where you need strong social services, strong courts to step in and protect children. Anyone working with children and young people need to how to recognise abuse, and be confident to not only report this, but that a child WILL be helped.

While all this is complex, bad parenting needs to be identified, and effective interventions put in place, so that children can get the best start in life, the USA is one of only 2 countries, as far as I am aware, that is not signatory to the UN Convention on the rights of the child.
