That looks like the species from Talos IV in star trek TOS the Man Cage and The Minagerie.

Meme to one side, These aliens had the ability to manipulate the minds of humans so they see what the aliens wanted them to see (kinda like in Bliss ST:VOY) which is why Captain C Pike saw the female ensign as he expected when she was in fact deformed as they had no benchmark to put her back to gether properly (if you have seen the episodes you will understand what I mean)

IIRC they were behind a screen, they used their phasers to try and break through but didn't see it had worked, until later so they were manipulated in to thinking they were still behind a screen wall.

In a similar way, Trump seems to see the world as if he has done nothing wrong. His perception of rality is totally different from the rest of us.
