@neil I can't comment from an admin viewpoint, but I would guess they would need to be aware of who they are federating with so they can decide if they should actully federate with that instance / domain or block them.
Signing up to an instance you read the terms and learn what the vaues of that instance are, do they block certain content, if so, you can agree to sign up or move to another instance.
I think by our very nature of being here, we want privacy or at least have more control over what happens to data for example. We can there fill in as much of our own user profiles as we want, this information helps oters find us, but as there are no algorithms then it is up to US as users to post content or find others that have posted content we want to interact with. So we can make more informed choices, the result is we find people with similar interests world wide rather than the software finding people who are local geographically.
I think utimately it may be down to us as users, we can choose to block meta as we can block users or domains directly, so that is the power here, rather than putting that responsibility on the admins, we use the tools we have. It may be we perhaps find a way to block a domain, but have exceptions to allow select people we know to communicate with us.
I don't trust meta, facebook or any of them to be honest, and their behaviour is why the fedi exists in the first place. But respect others may want to interact, if people on this new service adapt to how the fedi works, rather than expecting us to adapt to how they do things on facebook it will be better for all of us.
