In some ways going after everyone will eventually mean people are going to prison for doing something that can, even in a small way, be traced back to Trump. People who are higher up that chain are not going to be very happy about this. While they go to prison, Trump walks around free.

Facing prison they may decide to make a deal where they go free, or pay a fine in return for co-operation with the investigation.
