What is the root cause of all this? identify that and you can start identify solutions. Howewver from the day you enter your barracks it needs to be made clear that certain things won't be tolerated, if they don't like it, then those people have the option to leave at that point otherwise you accept the rules AND the associated punishments.
Perhaps needs a rank and file clearout of people with the wrong attitude from the top down.
