@annmlipton @klonick - Sorry if this is too earnest, but if this is a restroom for people with mobility issues, approaching the facility from the left or right might matter.

If you want it to make sense, the real answer (I suspect) is that there used to be a divider between them and this was two poorly-designed stalls. When they found out those were essentially unusable, they just removed the divider as the cheapest possible fix.
You can even see holes in the back wall where it may have been mounted.
