It's not that "the web was not intended to be used on mobile phones", it's that "modern" designers have completely fucked themselves over time and time again, just to score style points. The web wasn't made to be fancy, it was made to exchange text. If you use it as intended, it works absolutely phenomenal. The web *can* be incredibly fast even on current-day "garbage" connections, if you use it as intended. No megabytes of useless imagery, a massive JS framework and a ton of CSS (most of which is just working around issues made by the devs themselves in the first place).
The only reason websites "don't work" on mobile UIs, is because developers/designers fucked it up for themselves.
