Joint announcement from the National Security Council in the Prime Minister's Office and the Ministry of Foreign Affairs:

Following last night's events and against the backdrop of the "Iron Swords" war and fearing possible attacks, widespread and violent protests against Israeli/Jewish targets in the North Caucasus - the National Security Headquarters and the Ministry of Foreign Affairs announce the update of the travel warning in this area to the highest level - level 4 (high threat). This is with an emphasis on the republics of Adygea, Chechnya, Dagestan whose capital is Makhachkala, Ingushetia, Kabardino-Balkaria, Kalmykia, Karachay-Cherkessia, North Ossetia-Alanya, and the Krasnodar and Stavropol districts whose capital is Mineralnye Vody.

The NSC and the Ministry of Foreign Affairs call to avoid coming to these areas in the near future and those staying in them to leave as soon as possible.

Also, the public is urged to examine the necessity of traveling abroad at this time and to be updated, through the websites of the Ministry of Foreign Affairs and the Ministry of Foreign Affairs, before the trip, about the latest travel warnings and recommendations for conduct.

The National Security Council and the Ministry of Foreign Affairs recommend that all Israelis staying abroad exercise vigilance, stay away from demonstrations and protests, and obey the local security forces in case they get caught up in the incidents.

How many missiles and "Shaheds" has Russia accumulated for air attacks on Ukrainian cities in the fall and winter?

September 2023 was a record-breaking month for the number of Shahed-type kamikaze strike drones launched on the territory of Ukraine.

According to analysts at the Defence Express portal, Russia launched 503 drones on Ukraine last month. This is significantly more than the previous highest rate, which was observed in May of this year when about 400 drones were launched.

This month’s statistics are lower. But it is more telling that in October, the number of cruise missiles launched by Russia toward Ukrainian cities decreased significantly.

There is an explanation for this situation — Moscow is accumulating missiles for future attacks on Ukraine's energy infrastructure in the fall and winter.

Interlocutors of Ukrainska Pravda in the Ukrainian Air Force and the Main Directorate of Intelligence of the Ministry of Defence of Ukraine believe that Moscow can produce approximately 100–120 long-range missiles of various types every month.

According to open-source information, more than 100 missiles were launched on Ukraine in September and about 40 in October. That means that Russia has only switched to the "economy mode" that experts say it has been using in the last month. So far, the rate of missile use is not significantly different from the spring-summer one.

Taking into account the probable monthly production, it can be assumed that Russia currently has approximately 700 long-range missiles.

Although the enemy has indeed decreased its use of long-range missiles from strategic aviation or the sea, the vast majority of attacks are now being carried out on grain and port infrastructure in the southern regions.

They use a combined approach when anti-ship and medium-range air defense missiles (Kh-56 та Kh-35, and Oniks) are used along with drone strikes from a relatively short distance, which are not included in the statistics provided by the intelligence. One of the problems with calculations for these missiles is that there is not much open data on them, and their real stockpiles in Russia are uncertain.

Evidently, Ukraine and its partners have drawn certain conclusions from last year's autumn and winter. There is a strong desire to believe that preparedness for another energy terror has been brought to a high level.

But it is equally apparent that Russia has learned from its past mistakes, significantly diversifying its tactics and combinations of potential strikes from the sky. So we can't expect this winter to be any easier than the last one.

UNESCO mission initiates an assessment of damage to cultural heritage in Chernihiv region caused by Russian troops

On Sunday, October 30, a mission of the United Nations Educational, Scientific and Cultural Organization (UNESCO) arrived in Chernihiv to conduct a comprehensive assessment of the damage caused to the city's cultural heritage sites as a result of Russian missile attacks.

According to the press service of the Ministry of Culture and Information Policy of Ukraine, representatives of the UNESCO mission will work in Chernihiv this week. During this time, it is planned to collect data on the damaged sites, including the Piatnytska Church, St. Anthony's Caves, Chernihiv Regional Academic Music and Drama Theater named after Taras Shevchenko, and others, the ministry said. "After collecting the relevant documentation and information, a reconstruction plan for these facilities will be prepared," the statement said.

The territory of the site was inscribed on the Tentative List of the World Heritage of Ukraine in 1989 under the name "Historical Center of Chernihiv, IX–XIII centuries".

Recall: On August 19, Russia shelled the historic center of Chernihiv. A missile strike destroyed the Chernihiv Regional Academic Music and Drama Theater named after Taras Shevchenko and damaged the nationally significant architectural monument – the Piatnytska Church.

DEVELOPING SITUATIONS

Over the past week the industrial production snoopers who keep eyes and ears on Russian military output have been reporting.
Back in March this year Russian military equipment manufacturers had their biggest output month since the Cold War.
Since then with the demands of the digital draft sucking up manpower from factories - which were specifically targeted because they were easy pickings - large corporations such as UralVagonZad who build the tanks, have lost so many skilled personnel they’re unable to maintain three shift production.
This is a widespread phenomenon caused by the government itself seeking men for the army. Overall production by September in key military industries was down by 30%.
Added to this, nonpayment of bills by the state and increased interest rates, which are levied on businesses who borrow money to keep going - because the government legally established they have to continue to finance production even if they haven’t been paid, is crippling them financially.
This has resulted in the state back-door nationalising businesses it sees as essential but still failing to finance them properly or train new workers.
The meat grinder at the front needs bodies no matter where they come from or, what they know or do.
In the past few days it’s become clear Russia has been filling its missile stockpiles and drone deliveries are high. They look set to start their winter infrastructure attacks on Ukraine - indeed some have already started.
However it may well be a two way street this time as Ukraine has held back much of its longer range drones for a couple of months and as
Russia started Ukraine seems to have returned fire on oil refineries and storage in Krasnodar.
On the drone subject since October 21st Russia started deploying a new type of Lancett-based drone which has a target discrimination camera and onboard target recognition software. A loitering weapon, it now waits until it finds the right type of target, ID’s it and then decides based on its remaining fuel, how long to wait for something better without loosing sight of what it’s already seen.
That requires sophisticated programming, optics and microprocessors- so where are they coming from because Russia doesn’t make them?
President Zelensky is increasingly finding his unequivocal support for Israel has upset the Arabs he spent so much time cultivating over the summer - and President Erdogan of Turkey has been leading major pro-Palestinian demonstrations. These have cratered his relations with Israel which have only recently recovered over issues in Syria and disputed ocean floor drilling rights.
The Gaza situation continues to worsen with Iran’s President demanding action.
Meanwhile the Ukraine peace formula discussions have been happening in Malta attended by many but unlikely to make the slightest difference. It’s basically Ukraine paying lip service to the process and nothing is going to change.
The pressure in the coming months on Ukraine to compromise and give up on its maximalist demands for the return of all territories is going to intensify. If they loose Avdivka it will be inevitable.

US TO INTRODUCE ‘NEW’ UPDATED TACTICAL NUCLEAR BOMB

The US has announced the introduction of an a new variant of the B-61 Tactical Nuclear weapon.
The new version is the B-61-13.
The variant will have a new warhead and be housed in an updated bomb, replacing the old B-61-7 variant which has been withdrawn.
The -12 variant is a downsized tactical bomb that was rushed into service last year and continues to be deployed. 125 of those are deployed across  NATO and represent its entire tactical nuclear arsenal.
The -13 is being taken from the total of what would have been all -12’s. Rather than the lower sub 50kt dial-a -detonator warhead used in  NATO and elsewhere  - US Carriers are believed to carry them, along with deployments available for S Korea and Japan if needed.
The -13 is a 350kt warhead bomb designed for wide-area destruction or used as a deep penetrating bunker buster against facilities such has underground nuclear weapons production facilities. (N.Korea and Iran take note).
Only 50 are destined for deployment and are likely to be restricted to the B-2, F-15E and B-21.
However the senior members of the House committees responsible for approving the deployment both stated they felt these were insufficient in number and more should be constructed to improve the US deterrent.
Interestingly these were described as being useful primarily in the Central and Indo-Pacific Commands.
While the current administration is looking at maintaining and modernising the nuclear deterrent. There’s growing pressure to start the ball rolling on expanding it.
This is how arms races begin. Everyone reacts to everyone else and away we go. Yet the US has got a problem. As I have said before, China or Russia alone are one thing. The pair of them equal to the US is 2:1 from an American perspective. In an unrestrained nuclear world as we are now, unless it’s stopped quickly it won’t end.
Russia last week said it would talk about a new deal but ‘only if America stopped being so aggressive’, which is just a joke. China won’t talk so it’s all meaningless.

“I visited a prisoner of war camp. More than 500 former soldiers of the russian ministry of defense heard my short story about the Russian Volunteer Corps. I had to communicate with those who wanted to join for two days - too many want to return to the russian federation with weapons in their hands...
I saw frankly sick, wrinkled, crushed by the system people whom the russian ministry of defense drove to outright slaughter in the ranks of Storm Z. They themselves realized this, but russian fatalism pushed them forward, from the hopelessness of the russian outback to the hopelessness of a russian prison and further into Ukrainian meat grinder. I listened about the corpses of russian soldiers who had not been removed for more than a year, about beatings and torture, about executions, about hands bled from digging trenches, about 1 machine gun for two, about tracers instead of normal cartridges. Perhaps for the first time in my life, I fully understood the essence of the term “cannon fodder,” because this “meat” was sitting in front of me and telling me about its fate. Fortunately, among young people, the majority already looks at the “russian world” soberly and, as it seemed to me, sincerely wants to join our ranks!” — Denis Kapustin (“White Rex”) the commander of the Russian Volunteer Corps ( fights on the side of Ukraine against russia).

The wonders of MAXXPRO.

Minus vocal translation (though an english summary is contained below), but the video is still powerful and easy to follow.

Crews of International MaxxPro armored personnel carriers of the 68th separate hunting brigade named after Oleksy Dovbush is a real night terror for the occupying infantry.

"The task is set - we are leaving. Machine gunners suppress the enemy with fire, at this time grenade launchers add from the hatch. When the back door opens, there's a landing and an assault," is how Oleksiy, a serviceman of the 68th OEB, describes the daily fierce battles.

"Wolverines" note the speed, maneuverability, power of the MaxxPro armored personnel carrier, which allows you to perform a wide variety of tasks: both during offensive and defensive actions. After all, every battle is held or liberated Ukrainian territory.
"Victory will be ours!" - soldiers of the 68th OEBr assure.

How are bomber drones changing the course of war? Oleksiy Honcharuk from "Aero-reconnaissance" tells the story

📎 The "Baba Yaga" drone-bomber is a new type of weapon that has been in existence since 2014. At first, drones flew only 3-5 km. But gradually the radius of their application increased significantly.

📎One "Baba Yaga" "lives" an average of 8-12 sorties and manages to hit a good dozen different targets. Since the beginning of 2023, thousands of units of Russian equipment have already been destroyed by Ukrainian bomber drones.

📎If nothing revolutionary happens in the coming months, then next year there will be thousands of bomber drones. This could well give the ability of the Armed Forces of Ukraine to completely "burn out" the Orks 15-20 km deep along the entire front line.

Ukrainian Minister of Strategic Industries Oleksandr Kamyshin spoke about the vision of the defense industry of Ukraine at the CEO Summit. Key from the panel:

⚡️ In 5 years, the private sector in the defense sector will occupy a larger percentage than the state one. Before full-scale war, the public sector was more than 80%, today it is moving towards balance, but not there yet.

⚡️ Three main tasks in the position. The first is to turn the defense sector around so that it becomes a driver of economic recovery and enables our military to have enough equipment to drive the Russians out of Ukraine. The second is to develop the economy. Third, we are building a new segment of the economy that did not exist before.

⚡️ How to enter the field of defense? When you have a product, the investment will find itself.

⚡️ Problems with suppliers for the Armed Forces. We have found a solution and are moving along the route. What did you do? We created an experimental project on drones, which was submitted by our ministry in March of this year. Today we have a 25% margin for drones and we are already seeing a significant increase in production. It is planned to approach 100%.

RUSSIA MASSES SIX BRIGADES AROUND AVDIVKA

The latest information is increasingly of concern. Russia senses a weakness around Avdivka and yesterday they captured the quarry to the west of the southern peninsula. This isn’t about moving westward in general, but widening the front it creates to the north of the west extended front. That gives them more room to push upward as their forces storm the coking plant from the northern arm.
More of Russia’s few reserves are being pulled here and there appears to be a weather window that will give them time to exploit the situation.
One of the biggest concerns with Avdivka is that it’s a deep salient. That means it gives little time to the Ukrainian forces to pull out of it if the neck suddenly collapses, which is never an impossibility in these circumstances. There comes a point when you just can’t hold open such a narrow artery if the enemy has reached a momentum.
Even if the Ukrainians manage to hold the neck wide enough to continue supporting the city and its environs, they also have to hold the defensive perimeter around the city to make it worth the effort.
It’s hugely resource intensive and the Russians know it. They’re trying to force the Ukrainians to accept the fact it isn’t a viable place to defend when its disadvantages are so obvious. They also know that if they capture it, any hope Ukraine ever had of taking back occupied Zaporhizia let alone Donetsk is largely out of the window without massive military aid far beyond anything that’s been seen so far. This then, will be the point Putin offers a genuine willingness to negotiate. He’d have a winning hand. Everything to gain and nothing to lose.
And that’s why it cannot happen. Ukraine faces a huge existential threat here. It either fights to the point of exhaustion - risking the rest of the front line because the Russians will press them in distraction efforts.
The Russians know this is make or break for them. Avdivka is the closing argument. If they can’t take it the war rumbles on, US aid will flow again (I remain convinced it will), Ukraine will start to gain an active air force from the spring and the tables if not turned, will be rebalanced.
So far Ukrainian attempts to destabilise the offensive haven’t worked. I think that’s because Russia has created such a mass that while they take heavy losses it’s something they’ve already accepted as inevitable. By building that into their calculations any countervailing measures Ukraine takes - unless vastly more powerful than Russia has calculated - will amount to nothing more than they already expect to loose.
This is the Russian way. It always has been. Pile up vast amounts of mediocre forces and overwhelm the enemy.
There’s just no getting away from that quantity of men, and they absolutely don’t care how many they lose. It’s all irrelevant if they win. And if they don’t? There’s more where they came from.
There is great danger here, have no doubt. What Ukraine does next needs to be brilliant, forceful and devastating uin its accuracy. They have to topple the Russian’s balance and give them something to think about they didn’t expect and can’t quickly react to.
Defeat here and a bloody nose for Russia will stop it dead and prevent another offensive for months to come.

💀 Wagner may be returning to Ukraine - Enemy Channels

According to unconfirmed information published on enemy channels there are negotiations taking place between Pavel Evgenievich Prigozhin, the son and heir of billionaire Evgeny Prigozhin (previously killed in a plane crash widely believed to be instigated by the Kremlin) and the leadership of the Russian National Guard (Rosgvardiya) to revive the PMC Wagner mercenary group and return to active combat against Ukraine in "one of the most difficult areas".

It is stated that the Wagner Group will retain its "name, symbols, ideology, commanders, management, principle of operation" as well as the level of payment to mercenaries.

The following additional information has recently been posted:

• contracts for the Middle East, Africa, Latin America - will be 9 months

• contracts for the theater of military operations in Ukraine - will be 6 months

• on the territory of the “old” regions there will be preparatory camps (bases) of the “Wagner Group”, which will be built from scratch

• the call of “musicians” from the reserve begins

• active recruitment will resume soon
